Motherboard power / booting problems..

Hi all,
This is a bit of an odd one for me... My friends motherboard doesn't want to boot for some reason. When you trigger the power, it sparks up for a few seconds, fans, the lot, but after about 5 seconds, it cuts out, although the amber LED says on. After about 10 seconds, it spins back to life, then dies again.. I've tried reseating the CPU, RAM and everything, and all the same. Its a Abit AT7-MAX2 motherboard, with a 1.3 AMD. Any ideas?
