Monitor screen 'smudgy'

I have an old monitor which has a 'smudged' appearance on the screen. I have tried washing it with a damp cloth (using water only), but it doesn't appear to clean it. Is there a coating on screens that can be damaged, and, if so, is there anything that can be done to render it usable?

It looks as if it is a coating that has been damaged- it is visible even with the monitor switched off. I thought maybe there would be a way to completely remove it. (perhaps white spirit?)

White spirit got it off- took some rubbing though! Now I can give it away with a base unit I'm selling! Thanks all.
