Missing boot record

Being a novice,I got myself into a bit of a mess with swapping a hard drive (used) and installing win98. Everything goes well until, after removing all disks and rebooting when the computer cannot find the boot record. If I start with a startup disk the machine asks me if I want to boot from CD and when I do I am told "incorrect boot disk".I have tried all sorts, (probably too many things, even formatting the C drive and re-installing, but I still can't get past the post.Help, please.
