log on to windows problems

when i start up windows i get LOGON MESSAGE "UNABLE TO LOG YOU ON BECAUSE OF An account restriction" behind this is another box saying "LOGON ON TO WINDOWS USER NAME ADMINISTRATOR"
please helllllp me i`m going mad.
this is a fresh install of windows xp home edition.

now when the pc starts up,it gets stuck on the LOADING UP WINDOWS blue page
