Laptop wont boot up

Brother has a bit of bother. Out of the blue when he tries to boot it comes up with:-

system32/DRIVER/pci.sys missing

Cant get into safe mode
Cant boot from his XP CD to get into recovery console
Has swapped round RAM sticks and still same problem
Have seen solutions where the corrupted file can be replaced by copying from the XP CD but cant access this
Even in Bios he is having trouble getting the PC to boot from the CD
He hasnt done anything to the PC to cause problem

Any solutions other than a reformat, appreciated.
(from what his saying even this at the moment would prove difficult!)

1. Start the Recovery Console.

2. Select the installation you wish to access.

3. Type the administrator password.

4. Type MAP to determine the drive letter assigned to the CD-ROM.

5. Type Expand <CD-ROM DRIVE:>\i386\pci.sy_ C:\Windows\System32\drivers /y. You should receive:

1 file(s) expanded.

6. Type exit.

NOTE: c:\windows should be replaced with the location of your Windows installation if located on another drive/partition

Sorry first go into BIOS to Set the machine to first boot from CD

from what he sais,the option in bios to boot from cd is not available. Although strangely the boot order is hard drive/floppy/cd drive.

Sounds to me that the attempted boot from hard drive is then preventing things from getting any further

I have said to him to try to change the order but for some reason he cant do this
