KVM sawitch does not always perform -why?

Two Win XP Pro machines on a KVM switch.
When firing up second machine and activating the switch - it does not always work - the machine in operation stays on display - very often the active machine has to go to standby to get second machine to screen/keyboard/mouse.
Which really partially defeats the ability to switch from machine to machine.
why is that?

Starting afresh may help.

Power down both PCs & disconnect all KVM cables. Then reconnect & boot-up both PCs.

What make & model is the KVM switch? G

Well now good question in try to check that for you the following came to light.
It has been in place some years so I had forgotten salient details
1. I have 2sided taped it to the wall so the lable is not gatatable.
It is a PS2 + video model
2.In peering around it I discovered a 9v power inlet - no supply was provided and it works on machine power seemingly, It does work however
sometimes, it just seems spasmodic.
Also when when the switch is made it appears only the video swap is not activated, the keyboard and mouse switch to and from OK
