i think the dell forum often discuss this problem, and it is all to do with the wrong drivers for your graphics card and or motherboard. update them and hope!

There are many reasons why you get this error

you will have to manually place the = on the end of the URL due to a pants parsing system used here

Although this might not be the reason in your case, but I was getting this message during shut down or restart after a session playing the game "Splinter Cell". It did not pop up at any other time. I have since finished the game and the message has not reared it's head since. To check this was the cause I reinstalled "Splinter Cell", played it for a while, and sure enough the error message appeared on the next restart. Very strange!!
