Internet Explorer cannot connect to server

I have a PC with Windows XP. My PC has two users. The administrator (full rights) and the user "X" limited right.

When I access the PC as the administrator I am able to open AOL, Netscape, and Internet Explorer browsers. when I access the PC as user "X" I am able to open AOL8.0, Netscape 7.1, but not Internet Explorer v6.0. The message is "the page cannot be displayed".

I have SystemSuite v5.0 in my PC. This software provides a firewall. I have SystemSuite v5.0 in my Laptop and I do not have this problem. I am able to open the three browsers as administrator as well as user "X".

What happen? Pc hardware/software problems? Settings? Help very appreciated.

is the firewall set up to allow ie6 to access the internet?

If you look in XP's Help and Support there is full information on how to set rights for users.
