Installing Foreign Language Version Windows XP

Both my computer run legit version of windows, one using Windows 98SE the other Windows 2000, both purchased in England.

Now living in Spain I recently purchase a Windows XP upgrade which indicated on the package that is was suitable for upgrade from 90 or 2K.

Problem is that does not recognise by either of the English 98 or 2K as legitimate systems. No indication anywhere until attempting to install that it was language/area/region sensitive.

Any help, advice or work-around would be gratefully appreciated

more info required - r u booting from the xp cd? this should eventually ask you to point it to a previous os and this can be on the hard drive or a cd that contains it.
