Why can u never empty them????

click here has the facility to delete Index.DAT files, but the best I know is Super Cleaner, although it is not here

cmd /k del index.dat /s

Whilst in safe mode on the run command.

You can't actually delete these files. You can only return them back to their default values.

And you can't do it from Windows, you have to be in DOS.

I just run a batch file from DOS which I have written. This deletes the Index.dat file from Cookies and Temporary Internet Files. (It doesn't actually delete it altogether, but it does reset it to the default). Which in Cookies is 16k and in Temporary Internet Files is 32k.
