Illegal system DLL

On boot up on my laptop I got this message
RTHDCPL.EXE Illegal system DLL relocation the system DLL use was relocated in memory the application will not run properly.
The relocation occurred because the DLL C:\system32\HHCTRL.OCX occupied an address range reserved for windows DLLs.
The vendor should be contacted for new DLL.
can someone advise me as to what has happened here and what I can do to remedy it?
I will need to go out so Ill get back here when I come home.
