IE8 constantly says Add-on Disabled - but are not!

I have the little pop-up bar at the top of my IE8 screen, telling me (erroneously) that I need to Manage My Add-ons, as they are Disabled. They are not disabled at all - and this pop-up prevents me from downloading important software because it blocks the Active-X control pop-up which facilitates the download! What is the way around this? Obviously, turning off pop-ups then really will prevent downloads...

If it were me I would "Reset IE to Default"
(Tools> Internet Options> Advanced Tab> Reset Button, you will have to start again with Add Ons but it may well be the easiest way.
See if there are any other suggestions first if you feel uncomfortable with my suggestion.

Now if you have just updated to IE8 it used to remove some of the Add-on files and although they said enabled the files were empty so had to be downloaded again.
See if this works.

If that works you know your flash player is working ok.
If not you will have to download it again.
