Is your IE icon pointing to target
"C:\Program Files\Internet Explorer\iexplore.exe"

Sounds like yours is pointing to
"C:\Program Files\Internet Explorer\iel.exe"

IE is an icon, not a shortcut so I assume it is pointing to iexplorer.exe. How can you tell it is not pointing to the right program?

This error only happened if I clicked the IE icon before the internet connected. If I connected to the internet first then click the IE icon it works OK.

I would suggest that you first remove the icon you already have from the desk top then go to Start/ Programs/ RIGHT click Internet Explorer, select "Send to" then "Desktop...create short cut".
This will place a proper short cut icon back on the desk top.

Try an IE repair click here

It will put the proper shortcuts back on your PC
