HP Photosmart 8150 printer

My HP Photosmart 8150 printer does not switch on. The power cable is intact with the cable neon on. The 'On' switch has no effect. The 'Print' button neon is the only light on, but is faded and flashing. Restarting the PC and reconnecting cables makes no difference. I should appreciate advice as to how to restart the printer.
