Slow boot up of various modes of XP have been well covered.
A search in the left pane wil give many posts.
The reasons are many.
SP2 with its many security checks adds to boot up time.
As does any A/V software.
An overly large 'Start group' of programs will increase boot time- reduce these to the one or two that you use immediately on start up.
Use of a good system scan to clear out unwanted/used files - CCcleaner/Ashampoo/Norton all carry out this task.

I understand however the delay is before you even get the welcome screen and therefore before any program loads

Are you sure you mean 160 Mb? as XP needs at least 512Mb

Confirm you Memory as sugested by fingees, though I suspect you have enough and simply quoted the wrong figure.

The drive still needs to 'gather its wits' so to speak.
Dp the search many remedies put forward.
