how to make a startup disk

I bought my computer a few weeks ago, and windows 98se was already loaded and registered for me. I want to make a startup disk, but it asks me to put the windows cd rom in, which i haven't got. Can i do it without the cd or not?

While the computer is working OK, and clean. Not garbage on the Drive go to PCWorld and get Drive Image then create a IMAGE of C:\ drive and it will only take about ten minutes to reload the complete OS ans software if you have problems, Assuming you have a CDRW in the computer
