How best to add USB3 ports to my PC

I want to add USB3 connectivity to my desktop Windows 10 PC but want to ensure I purchase the right components.

First question is, I have both vacant PCI-E x8 and PCI-E x16 vacant slots. In terms of a USB3 card, does that mean I need to look out for particular cards or will any USB3 card fit either slot ..... and which then should I use ?

If I then wanted to increase connections by adding a multi-port USB hub to one of the USB slots on the card, does that diminish performance via the hub as opposed to directly connecting to the card ?

Any advice appreciated.
