Not by itself, you would still need a router to collect the right data from the phone line.

It would substitute within your house for the ethernet connection between say a router and a computor.

I don't know for certain, but the principle is not new, and was used for a "black box" intercom 20+ years ago using an FM signal and house wiring to connect the units together.

The gadgetry worked for other houses as long as they were on the same phase from the electricity authority.
Handy if your babysitter was a couple of doors away. Not such a great idea if others could hack in say in a modest block of flats.
