have an old packard bell laptop xp celeron 1500mhz.

I have a insyde bios which it shows hdd disabled in startup tab of bios. When i turn on laptop i get a clicking noise which seems to be coming from the hdd but not sure .

the laptop starts by says no bootable device and then goes to select boot device and when i select hdd but nothing happens as of course it shows disabled in bios in which i cant enable it.

Any help please would be great.

Sound very much like you have a faulty hard drive that can not be read from.

I would consider taking teh drive from the machine and connect it to a booted machine and see if it can be read from.

This will mean either adding it internally or putting it in a USB caddy or adapter cable.
