HDD Activity light and idle in desktop ?

while my PC is in the desktop (WinXP Home) running idle doing nothing with no S.Savers or shutdowns set, is it normal for the HDD to spin and show active while its doing nothing in the desktop.

I have ran a Diagnostic tool for the HDD and just wonder if this could be related to my other problem relating to boot delay problem.

Windows will "self manage" itself when the computer is idle.

I have the Microsoft Works Suite 2004 which has a selection of Office plugins and that link at the MS K/b site I will follow to edit the settings.
