Hard drive full but it is empty!

How can this be. There are no files on this hard drive however it reads 120Gb used with no space remaining. Initially I had some Norton Ghost backup images stored on this, then after I deleted them manually in Windows the hard drive didn't free up any space.
I used Norton Ghost 9.0 to backup and am running WinXP Pro with NTFS. The offender is a 2nd internal HD.
Just to add if I format it, naturally the space re-appears again. But does the same if I put on more images and then delete them, the space just dies away as you put on and delete more and more things.

You are of course emptying the recyle bin?
Your notification of confirm move to recycle bin" may be switched off

When deleting in windows windows just moves the file to the recycle bin and therefore no space is saved.

Hold down 'Shift whilst pressing the delete key, this bypasses the recycle bin.

No, it's not that - I'm deleting with the shift key down.

Try a "scan-disk" scan for bad sectors
