GPU fan sometimes works, sometimes not

The cooling fan of my GPU (GeForce GTX 660) sometimes won't work. Even if the GPU is overheating and EXPERTool says the fan duty is at xx %, in reality it's at a complete stop. If I leave the pc running for long enough the fan will switch on and off randomly. I doubt it is a power saving feature of it, as it won't turn on even if the GPU temperature is reaching very high temperatures, even it's safety-shutdown temperature limit (around 100 C). Any ideas I can try before I take it to a service?
