what is a good overclock speed for a pentium 4 @ 3.00ghz, and err; how do i do it?

This is as good a write up as any. All the guides seem to talk about having the right motherboard to be able to do so.

Good cooling is absolutely vital.

Even then you might be better off with more RAM, a better graphics card, proper system tuning etc.

All depends what you have and where you want to get to.

you might see an increase in benchmarks but to the naked you will have to be lucky to see the difference, the ears will pick up the fans working harder.

If you system has a NVIDIA graphics card, they have a program called NTUNE, which will tune your motherboard, graphics and memory for you.
