Gaming PC. My Budget ~£1000

I am looking for a gaming PC and have received these two builds which I like but can't decide what is better. The games I like to play are the total war series and RPGs such as The Witcher/Dragon age etc. My budget excludes peripherals such as a mouse, keyboard, monitors etc.

I know the 1070 Ti is better than the 1070 but what about intel vs AMD I always here intel is better? and do both builts have potential for upgrades and just which one is overall the best buy. Is there a way to get the 1070ti and a solid intel cpu within that budget? LMK all these. Much Appreciated honestly with any advice/help. Hamza
