I can't see the entire stream so don't know where you started or what may have been tried. however, for hat its worth, it could be that the file is locked on boot-up and hence can only be deleted when Windows is closed. If this is the case then either boot into DOS or Safe boot into WIndows and you may then be able to delete both the file and any errant folder which holds it. However, there is also the possibility that the program will re-generate the folder and file if its not found on boot-up. You need to check you boot sequence (msconfig) and also your Registry for any entries which apply to the program and make sure these are deleted.
