As said by Kestrel - We need to know how much you're willing to spend before we can start giving you ideas.

Almost all desktop pc's are upgradeable, the parts can be removed and replaced with very little difficulty or skill. If he's old enough you could look at building the pc and that way when it comes to upgrading you will know what to do.

These seem to be violent games, however if he is over 18...

If under 18, May I suggest you look at the Age rating for the games you have mentioned click here and the platforms.
