I have a desktop tower, the fan on the tower keeps kicking in, it's almost running constantly, any suggestion please?

Installed is IE8 / XP

I would get a vacuum cleaner and suck out all the dust accumulated inside and around the fans.

Make sure you do around the processor heatsink/fan. Remove the any graphics card and clean that thoroughly.

Thanks, I'll give that a go.

Don't allow the airflow from the vacuum cleaner to spin the fan(s). Hold them still with something like a cocktail stick.

There is a risk of static with vacuums - compressed air is the preferred option. Concur on the fans, though - if they spin they become generators and can damage sensitive components
