Fake cracked screen virus on laptop

My son has managed to screw up my wifes laptop whilst playing some game from an online site. I don't know what site it was but the whole screen is not showing a cracked screen effect with white background. Cannot do anything as ctrl alt delete does nothing and rebooting only brings back the same screen.

Anybody have any ideas on how to shift this?

What OS is it running and do you have an Anti Virus loaded?

It runs on Windows 8 and has antivirus.

I have tried putting it into safe mode using F8 to try a system restore but this does not work. All I get is the locked screen.

What doesn't work? Getting into Safe Mode or System Restore?

Does the cracked-screen effect occur as soon as you switch on, shortly after, or is it only after you login to Windows?
