Extremely slow boot up on moderate PC.

So I have done a number of things, wiping the hdd, malware scans, cleaning the dust from my computer, reapplying thermal paste, etc. I have just got a boot log and am not sure what I am looking at:

BOOTLOGNOTLOADED \SystemRoot\System32\drivers\dxgkrnl.sys --(Did not load 4 times and did not load when finished boot.)

BOOTLOGNOTLOADED \SystemRoot\system32\drivers\WdFilter.sys

If you can suggest fixes or clarify that this is a possible cause to the slow boot up, just to add shutdown is also slow and when booting the hp logo shows fast but is stuck there, goes to black screen stuck, then hp logo again.
