Explore hangs in Workgroup Network

I have 2 pc's networked in a workgroup.

One I've built that's running windows ME the other runs windows 98.

They are connected via a simple hub.

Explorer on the windows ME pc often hangs and the lights on the hub flicker rapidly.

Maybe I've not configured the network correctly.

Can anyone help.
