Exeption Errors

When installing windows 98 on a laptop which previously run XP I confronted with a fatal exeption 0E has occured at 0028: followed by random hex digits which change when I press a key to continue. My theory is that it has something to do with plug and play devices or unavailable drivers. In the BIOS there's no option to turn of plug and play devices. You may be wondering why the hell I want to go back to 98. IT's to run diagnostic testing software which will only run on 98. I've looked up exeption errors but can't find a solution I would be greatfull for any help. Also tried starting in Safemode and disabling drivers in the Boot.ini.
