Excel Password keeps disappearing on work file

The head of our department at work has an Excel spreadsheet which is Password Protected.

However, SIX times the password protection has mysteriously disappeared and no-one in the company will admit to taking it off.

There are two passwords on the file -

one for read-only access
and one for write access

How on earth does the password protection keep getting removed?

One of our IT consultants suggested that someone is deleting the password protected file and then replacing it with their own locally saved version which of course doesn't have the password protection on it.

Is there any way of preventing users from deleting the passworded file?
