Excel Formula Help

I have a master budget spreadsheet and a KPI spreadsheet.

On the budget sheet we a have a task listing in numbers. This cant be altered.

On the KPI sheet we have the tasks linked to the budget sheet and in column B we are trying to set up an incomplete task amount.

On the budget sheet we fill the cell in green to show a complete task.

So in column B of the KPI sheet is there a way that when the cell is filled green it will pick up the value of that cell.

There are no native functions in Excel for working with cell colours. A better way than colouring the cells (or perhaps as well as) would be to use a spare column (let us say X) and mark completed tasks using an X. Your formula in column B would then be something like
