error msg re: msvcr711.dll - help!

Got a fairly new PC (XP home) so its not too clogged up with stuff yet.

The last two program installs have generated the same error msg:
This application has failed because msvcr711.dll was not found.

The two progs were Madtracker (vst plug in package) and a SIPPS voip app. that was bundled with my Philips webcam.

I googled for "msvcr711.dll" and got only 30 hits, mostly from geeky tech forums that didn't tell me much.
I have managed to find a copy of the file, but where do I put it? In the Windows folder?
Why, on a new PC, has this error occured. Is it a known problem?

Thanks for that. That thread refers to a similar sounding file, msvcr71.dll, so it appears to be unconnected to my problem.

and it could not find the "msvcr711.dll" it must be for a program that you have on your computer.

It seems logical that it would be specific to my computer but for the fact that two separate, unrelated installations have flagged up this problem.
