my friend is going to hong kong, and is willing to get me a laptop from there. But will it have english keys and will there be much of a price difference?

As long as she looks at it and sees the keyboard is qwerty not a problem. if it comes with the operating system installed it may be in a different language but all windows systems come with English US and can be change to that in Regional settings and languages.

The only off putting thing is that the @ and # keys will be in the wrong place.

Price? may be cheaper but is subject to tax when bringing into the country,

I have a newly bought IBM thinkpad, and all the characters are in the wrong place. You get used to it after a while, even if you do change the regional settings, it just confuses things more. As the buttons on the keyboard dont correspond to the letters which appear onscreen.
Point is, you get used to it after a couple of hours of use.
