EML Outlook files as Templates - don't work

I want to save a file on my desktop as an .Elm file so I can open it and edit it basically use as a template.
I am not able to do this but on searching the net I found this info from Microsoft: click here
I have searched and can't find the update in my add remove/ run the download to "fix" the problem and even made the changes to my registry and I am still unable to open and edit a file saved as EML from Outlook Express (version6)
I do have Office installed in this machine but not Outlook.
Can anyone think of why the fix would not solve the problem? Have any ideas what else I could try. TIA

PS try the registry fix from the above rather than the manual route click here

PPS to get the fix right click on the link and 'Save target as' and save to a place where you can find it again e.g. Desktop
