DVD playback quality

I play back DVD's on my PC and they play fine but they look quite pixelated and not of great quality. The sound is fine and realistically they play okay...but not anywhere near as good as watching on a TV....any suggestions??
A friend said i had to make sure that my secondary IDE channel was set to DMA and not to PIO.....looked into it and found that this was already in place.... upgraded my motherboard and CPU recently and wondered if this may be the problem? Is it possible to even get TV quality through your PC???
