If you download a magazine can you change the size of the print etc. I have a friend who is partially sighted - if a magazine was scanned into the computer could I adjust the print and colour before printing it out? What is best method?

If you scan you can enlarge the Image upto A4 if thats what you printer is. You cannot enlarge fonts unless you put the Image through ocr software

The magazine would probably be in PDF format, you would therefore need a good PDF Converter program to edit the magazine in any way. I download my own son's magazine (click here) and make comments on it using PDF Converter Pro, not free but excellent program.

You could try a free pdf converter, a Google would probably throw up a few.

Be aware though, that the magazine might be Copyright, this would prevent any changes, without permission.

The magazines I have downloaded on-line (New Scientist, and various computer magazines) all come with their own readers - Usually Zinio or Newsstand.

Both of these readers are excellent for enlarging pages to suit.
