Do video accelerators work ?

Can anyone help please?

I live in Spain and sometimes use the iplayers of certain uk tv companies to watch live sport , video on demand etc. I have a 3 meg adsl link which slows down considerably as the network gets busy. Consequently I get constant buffering. Looking thro´ previous threads I saw a ref to DAP 9.3. My question is would video accelerators cure this kind of problem? If not,is there something else I could try?

I´m running vista home premium on a Fujitsu Seimens laptop.

If this is what I need,the speedbit website offers a video downloader & accelerator. Can these be installed separately or do they have to be installed with dap?
