Desktop will not start properly

A nephew's desktop running Win XP Home only starts to the point where he gets a menu offering a list of start options and after he chooses one of them a message says something like 'Changes have been made to hardware or software and Windows is unable to start'.

Is this a benign fault or what and what is the solution please?

Unplug all USB devices from the computer and try again.

Or try booting in safe mode [just keep tapping F8 as the computer starts] and press last good configuration.See if that helps. or do a system restore to a date before he had the problems.
