Desktop Slowing Down PC ?

Is it true that having a lot of shortcuts or even folders on the Desktop slows down your PC? If this is true can anyone explain why?

desktop contents are stored in the windows folder as well, the more data or clutter it has to deal with affects performance. shortcuts are better,
move any folder/programs off and create shortcuts for them.
