Well Win95 comes with a priceless tool to recover a deleted file, "undelete"

Restart your machine in MS-DOS mode.
CD to the directory from which the file went to the Recycle Bin.
Use the command LOCK, enabling direct disk access. (LOCK /? displays help for the command.)

Use the command UNDELETE myfile and follow the instructions. If no disk writes have occurred since the accidental deletion of your file,
UNDELETE will successfully recover it.

If you have an more recent O/S than W95 then Noton Utilities has an undelete added to the recycle bin when it it installed.

click here for a prog that can run from a floppy and does not need to be installed (thus avoiding overwriting the space where the deleted file is).

If you go for the built in tool rather than third party software then unlock.exe is used like this unlock <drive_letter>: and hit enter
