Try deleting it from Safe Mode. What is the program?

I'll not ask where you downloaded it from then, lol.

Reboot your PC and keep tapping the F8 key on your keyboard, you will then see a number of options on the startup menu, one option is Safe Mode. Choose that option to boot to Safe Mode and when Windows loads, go to the folder and try to delete it again. Then reboot your computer to boot Windows normally.

On thinking about it further, I guess that you downloaded this using a P2P program. I therefore think that is possibly still listed as one of the programs you are sharing with other users of that P2P software. Change the settings in that P2P software to share nothing, or remove the program/folder from it's present position to, say, your Desktop. You should then be able to delete it normally.
