Accessibility Options are installed with Windows when you install via the Reccomended option. You can choose not to install this if you choose Advanced/Custom install.
To delete the only thing I can think of is to use your Windows install disk. This should bring up a dialogue (with some gormless music) which should have the option to "Add or Remove Components". From here you can deselect Accessibility and click next, and it will safely uninstall itself :)
