debugging?

I am trying to run a System Cleaner program but it wont let me run it, coming up with 'DEBUGGER DETECTED, PLEASE CLOSE IT DOWN AND RESTART'.
What exactly IS a debugger and how do i find and disable it, I vaguely recall its something to do with programming??

The usual debugger that is complained about is fount in Internet Explorer under the Tools tab. click on Tools, Internet Options, Advanced. Tick "Disable script debugging" and untick "Display a notification - - -" directly underneath.

I can't see why this should cause a problem in a system cleaner program though. Which one is it?

Its called System Cleaner 2001, its a free download for 30 days,thought id do a bit of spring cleaning
