Cursor movement

Is there a way to reduced the delay before opening a program. The problem I am facing with my PC is whenever I move my mouse I noticed that my cursor will change to hourglass sign. Maybe someone can help me point towards this 'delay' setting? I have tried updating my mouse driver but still encounter the same problem.

The hourglass usually means the CPU is busy doing something (like accing the HD to load the application into RAM). What are you doing? Is this delay when you double click an application to open it? What is the PC specification?

If you're not doing much, have you done a scan for "Spyware" that might be trying to log your keyclicks and mouse movements?

My problem is intermitant..it happen when i move my pointer(using the mouse)even without clcking. I using Win XP Pro on a P4 2.4HT ,512 MB DDR 400 RAM.
