does the fan soin by hand?

Either bad fan or bad motherboard not supplying a voltage to the connection

These things do die. Get a new one.

The fans are fairly standard and usually have just 4 screws up. Your main problem will be how the wires have been connected but even that's usually simple

There are usually more than one fan connection on the motherboard. Try plugging it in one of those to see if the fan then works. If it fires up shut down straight away.

It is also not very clear if the computer actually fires up as if the CPU fan does not start the CPU would usually fry reasonably quickly.
