Converting FAT32 to NTFS error message

Have tried to run convert from command line because new hdd has been installed as FAT32. Existing D drive is already NTFS.

"The type of the file system is FAT32.
Convert cannot run because the volume is in use by another process. Convet may run if this volume is dismounted first.
ALL OPENED HANDLES TO THIS VOLUME WOULD THEN BE INVALID.
Would you like to force a dismount on this volume? Y/N>"
Have shut down all programs but still get this message. Can anyone advise please.
