Constant Stuttering When Playing Games on my PC

I have this insufferable stuttering where it seems like I'm dropping/skipping a frame every couple of seconds in a variety of games. These games include Total War: Rome II, Dota 2, and Sim City.

I've owned my computer for a year and there have been no issues with anything of the sort. Recently, though, I moved and had to have my computer shipped so it is possible that something harmed it during the shipping (I have done this before with no issue but maybe this time is different). I've even tried restoring my computer to a previous point in time when everything worked perfectly but nothing has changed.


OS: Windows 10 64-bit

Processor: Intel Core i5-4690k, 3.50GHz(4 CPUs)

Memory: 8GB RAM

Graphics: Nvidia GeForce GTX 970

Solutions that have already been tried:

Clearing download cache

Redownloading games

Updating Drivers

Checking for overheating (of CPU and GPU)/fan malfunction/cleaning fans

You could try re seating the ram and the graphics card,it might be an update or driver issue.
