Closing down problem

A friend writes to me with some problems and I'm able to sort out all but this one ,I quote,
He's on Win ME/ Broadband/ Norton AV on auto.

1. Sometimes when I want to shut down I get a grey screen ( as opposed to the black with "you can now switch off your computer" that I cannot do anything with. The only answer is to manually disconnect and then start up again. I can then usually shut down the second time.
